Ordillo vs. COMELEC case brief summary

Facts:
The province of Benguet, Mountain Province, Ifugao, Abra, Kalinga-Apayao, and Baguio City cast their vote in a plebiscite held in pursuant to R.A. 6766 creating the Cordillera Autonomous Region. The result of the plebiscite showed that the creation of the Region was only approved by Ifugao. In consideration of the proviso in Sec. 13(A) that only the provinces and city voting favorably shall be included in the CAR.

ISSUE:
Whether or not the province of Ifugao can validly constitute the Cordillera Autonomous Region.

Ruling:
No, in constuing the word “region” in Article X Sec 15 of the 1987 Constitution it includes provinces, cities, municipalities and geographical areas, that a region is to be made up of two or more constituent unit.
Therefore, Ifugao itself cannot solely constitute a region.
